An expert in process improvement and project management, A.J. holds a Master of Arts degree in Communication as well as a Bachelor of Arts degree in History. He has developed and delivered training programs for a wide variety of audiences across the United States.
A.J. is an experienced leader who has employed the principles that he teaches both in dynamic field environments and in corporate office spaces.
A.J. has been featured in numerous publications and is a recognized subject-matter-expert on Domestic Terrorism as well as program development, strategy, and implementation. During his government career, he served as an active member of the F.B.I.’s Joint Terrorism Task Force for nearly seven years.

Colby Dolly, Ph.D.
AI & Analytics Strategy, Organizational Change & Empirical Evaluation
An accomplished AI, data science, and organizational change leader with over a decade of experience driving enterprise-wide technology adoption, advanced analytics, and evidence-based innovation across public safety, research, and healthcare sectors. Colby holds a Ph.D. in Political Science from the University of Missouri–St. Louis specializing in organizational change and quantitative methodology, an M.B.A. from Lindenwood University, and is a Prosci® Certified Change Practitioner.
Currently serving as Director of Science and Innovation at the National Policing Institute (NPI), Colby leads the enterprise deployment of generative AI and large language models (LLMs), architects cloud data systems on AWS (utilizing Amazon S3 storage pipelines and DynamoDB databases), establishes organizational AI governance frameworks, and serves as Principal Investigator on federally funded research evaluating multi-modal AI and natural language processing (NLP) for operational public safety applications—including measuring procedural justice in body-worn camera recordings.
Prior to NPI, Colby led enterprise analytics and real-time KPI data pipeline infrastructure at Centene Corporation and founded the Crime Analysis Unit for the St. Louis County Police Department. A National Institute of Justice (NIJ) LEADS Scholar, he has secured over $3.5 million in competitive research awards connecting advanced analytics with measurable organizational impact.
